It does look Google like, but that sort of adware-like tactic isn't something I have seen them do before. So far I haven't been able to find anything else out about this. I went into Browser Web Developer "Inspector" mode and the code does appear to be "IPS" related. However the Pop-Up disappeared before I could narrow down the code and copy it.
