Sure, that makes sense, but unfortunately most users aren't even aware of the feature's existence and because of the way it works, aggressive advertisers and scammers can abuse it in ways that make tracking down the source quite difficult (we've even seen instances of the notifications showing up when the user hasn't even launched their browser, making determining the cause of the notifications that much more difficult to determine).

Exactly and the sites' exploit that fact and the lack of knowledge, by the public at-large, of the consequences of this "this action" will cause "this kind" of result.
