Up to 99% off? Is this a scam?

I got an e-mail that brought me to http://www.zbiddy.com that has everything 90%+ off. If any of you know if it is "safe" or a "scam." I'm not sure if its safe or not, check that out too please. Thanks, Bobc8

Hi Bobc8 -

You MUST read between the lines for the way these sites work

First you must Purchase your bids

Bids cost $0.60 each and come in packs of all sizes starting as little as $13.50!.

Bid on an item

Each time you bid on an item, one bid = $0.60 will be deducted from your account and the auction price will increase by $0.01 for penny auctions. Note that once you place a bid, it is considered "used" and will not be returned to you. = $0.60 extra per bid.

Basically you can "Bid" on items and everybody that "Bids is charged 60 cents for each and every bid -

100 Bids @ 60cents per bid = $60 to the ZBid site management. - 1,000 bids = $600

That is how they make money -

Not a "Scam" as such, but you must know exactly how it works -
