When opening the ie browser, the address says www.newversionchecker.com/redirect google.ca

and after a few seconds the google page opens.

and after a reboot of the pc , when the browser is opened for the first time a page comes up with a media player onit, the address bar says. kolcsonolda1/onlinewebshop.net

if the browser is then closed and reopened it goes just goes to the home page.

Have not heard of it myself, have you ran any scans with Malwarebytes? Were they clean?

pc comes back as clean. No abnormal issues either, well other than this page with the media player popping up after a reboot.

Change your homepage to google.ca, then reboot. If the one you reference gets put back in there, then there may be more to worry about.
