How to find program that creates IP block message?

In my protection log, I see lines like this:

16:39:02 jat190 IP-BLOCK 93.190.136.5

Is there any way to find out what application or service is trying to connect to the addresses that are being blocked?

You would have to use a program like CurrPorts to find out what application is doing it, do you use P2P software?

How can I add an IP so it won't be detected and can access a site I need to?

Visit the site and incur an IP block. Then right-click on the Malwarebytes system-tray icon after the block notification appears, and choose Add to Ignore List.
