Windows Defender gets disabled upon startup

Please download the following tool

Farbar Service Scanner and run it on the computer with the issue

Make sure the following options are checked:

  • Internet Services
  • Windows Firewall
  • System Restore
  • Security Center/Action Center
  • Windows Update
  • Windows Defender

Click "Scan"

It will create a log (FSS.txt) in the same directory the tool is run.
Please attach the log to your next reply.

 

FSS.txtHere you go, the windows updates seems to be working fine now as well as the microsoft store but tamper protection is still off in windows defender, still says "this setting is managed by your administrator.", but I think I might know what's causing it, I use O&O ShutUp10 to disable stuff like telemetry and cortana on my system, and I might've enabled something in the app that turned off tamper protection.

Let's go ahead and run the following Microsoft scanner. It can sometimes fix and repair odd issues with Windows Defender

 

 

Let's go ahead and run a couple of scans and get some updated logs from your system. Please read the entire post below before starting so that you're more familiar with the process

Please make the following system changes.

  • Temporarily disable your antivirus real-time protection or other security software first only if it blocks or interferes with the scans or downloads.. Make sure to turn it back on once the scans are completed.
  • Temporarily disable Microsoft SmartScreen to download software below only if needed. Make sure to turn it back on once the scans are completed.
  • Disable-Fast-Startup
  • Show-Hidden-Folders-Files-Extensions

I suggest a new scan for viruses & other malware. This may take several hours, depending on the number of files on the system and the speed of the computer.

The Microsoft Safety Scanner is a free Microsoft stand-alone virus scanner that can be used to scan for & remove malware or potentially unwanted software from a system.

Look on the Scan Options & select the FULL scan.

Then start the scan. Have lots of patience. It may take several hours.

  • Once you see it has started, take a long long break;  walk away.  Do not pay credence if you see some intermediate early flash messages on the screen display.  The only things that count are the End result at the end of the run.
  • The scan will take several hours.  Leave it alone. It will remove any other remaining threats as it goes along.  Take a very long break, do your normal personal errands .....just do not use the computer during this scan.

This is likely to run for many hours as previously mentioned  ( depending on the number of files on your machine & the speed of the hardware.)

The log is named MSERT.log  and the log will be at C:\Windows\debug\msert.log

Please attach that log with your next reply.

 

It is normal for the Microsoft Safety Scanner to show detections during the scan process.

It is scanning for basically all bread crumbs or traces of files and registry entries that "might" be or have been part of some infection or previous infection.

That DOES NOT mean the computer is infected. Once the scan has been completed it uploads the log to their Cloud service which then uses Artificial Intelligence to determine if in fact any of the traces are an infection or not.

Then it writes into the log on your computer what it found.

Hey, I tried doing the MSRT scan a few days ago after seeing another forum post on here with the same issue as mine, and it hung on one software for almost 27 hours in total when it was near the end that I had to stop the scan, is there a way I can be sure that that won't happen? I need to use my laptop for college work so I can't really afford to lose that much time on the scan.
Also, thank you so much for your help thus far! I’m grateful for your assistance and I really appreciate the time and effort you put into helping me clear out my laptop. Your expertise in dealing with malware is really remarkable!

There are other things we can do to try to fix it but Microsoft can sometimes do it much easier

Well let's take a closer look about the Tamper setting

Please click on Start and type in POWERSHELL and when it shows, click to run with Administrator rights.

Then copy and past the following, and press the Enter key

Get-MpComputerStatus

Then post back the results, please.

For future reference, it turned out that the computer was linked to an old school account which had setup some settings. The customer removed the association and put it all back to a local account and now they're able to manage the Tamper Protection on their own.
