Can't Turn ON Web Protection

I recently installed MalwareBytes 3.0.6 Premium on a new PC (Win10 Pro, 64bit).

Everything seems to be working normally except I am not able to turn on real time Web Protection.  When I move the switch from off to on it says "Starting" and it says that forever.  It never actually starts.  I keep getting messages on my desktop saying I'm not fully protected but I can't turn this feature on.  Everything else about MalwareBytes seems to be normal.  I do not have this problem on any of my other PCs.

What can I do about this?

I uninstalled malwarebytes using the clean tool.  I then re-installed and re-activated it and still have the same problem: Web Protection never starts.  I don't know whether you wanted me to post my log files here or as a reply to the message you mentioned above?  I have put them all in a .zip file and attached it to this message.
