quick launch/folder icons

hi wasnt sure if i should post in general chat or here but its about my pc and i want help so guess heres best.

i wanted to customise my quick launch and folder icons.ive been trying for somtime to work this out and cant so i guess its time to ask.

i wanted to use somthing like the attached image (see below) i use this one only to explian

I.E a icon that moves (emoticons),so far i am stumped and cant figure how to do this,or if its possible.

is it possible?

could anyone tell me how to if it is.

I'm not 100% certain that animation is allowed in folder customization. I know you can use animated wallpaper though. You can also do just about what you want with customization if you can program. How much you can do without programming or 3rd party tools though I'm not sure.
