ScorpionSaver Removed but Remnants Remain Somewhere

Gateway laptop running Windows 7 presented with IE browser that always displayed page not found using url or IP address.  I was able to ping, tracert and resolve dns in command line. 

 

Checking the Programs and Features list, I found ScorpionSaver and ScorpionSaver Services.  I was unable to uninstall ScorpionSaver or ScorpionSaver Services using Uninstall in Programs and Features.  Windows Installer error "The feature you are trying to use is on a network resource that is unavailable and allows you to search for the location of 'InstallServices64.msi' which should have been located in C:\temp\ folder.  TrendMicroAntiVirus plus AntiSpyware has removed that file and others that may have been associated with ScorpionSaver.  I ran rkill from CD in safe mode, no issues reported.  I had to reset winsock before I could update Malwarebytes database.  Ran Mawarebytes.  Reviewed and removed all PUPs.

 

ScorpionSaver and ScorpionSaver Services are both still listed in Programs and Features list.  Attempts to uninstall still result in Windows Installer error "The feature you are trying to use is on a network resource that is unavailable and allows you to search for the location of 'InstallServices64.msi' which should have been located in C:\temp\ folder.  

 

Is it possible to get these out of the Programs and Features list?  If so, how do I go about this task?
