I need help or advice on this message " @%SystemRoot%\system32\qagentrt.dll,-10 " i

this shows up as a value for a x 509 root certificate.

I can't get the computer to go online, even thought is shows that I'm connected.

I have tried all of the top 10 anti virus products but they don't show any infection.

My files are constantly disappearing, and show up as empty folders, always in a public folder, sometimes in a google docs folder.

I can't turn public folders or sharing off. There is a workgroup, DNS group policy IIS and tasks already set up, even when I do a fresh reinstall

There is always a desktop ini? That seems to direct the computer to a web site that gives the computer remote administrative configertions

The environmental alternatives always wants to change the TEMP and TMP to reference something calked "AppControl" which is a non indexed file. When I turn the index on for theis folder I find hundreds of java, apache and other programs, plus networks, but I can't modify them without permission of " trusted installer"

Also my recycle bin seems to be a network, connected to a public Dropbox, but I don't have permissions to view that either

Can anyone give me any info or advice on what or where to go for help, and is there any type of name for this problem so I could describe it better
