When logging into the site, I had a suspicion as to what the block was.  I received a request to allow notifications.  I usually block those because they are intrusive.  I allowed notifications.  Then, I received another notification about something else.  Grrr!  I accepted it, but that seemed to be the end of it.  I scrolled around some, but encountered no block.  I refreshed the page.  BINGO!  I was blocked immediately for excessive notification requests.

I whitelisted the site after confirming there were no threats.  We block these because too many notifications is a tactic of tech support scams, which try to scare users into actions that benefit the scammers.  Once browser vendors start to block these, you will have no choice but to tone down notifications that you direct to users via the browser API.

Please allow 15-30 minutes for changes to take effect.
