I believe this is primarily because the file systems on those devices are completely different from that of Windows as are the types of threats that affect them. Also, removing a threat from a mobile device by scanning it from a PC might not work as expected given differences in permissions and how mobile devices store programs and files, however someone more technical from the staff would have to elaborate further as mostly speculation on my part based on my limited understanding of the situation.
