Internet settings issue

Im having a very annoying issue with my internet settings, it started last night and ive spent the last hour or so trying to fix it to no avail. The problem is that on my Internet Properties > Connections > LAN Settings, the 2 boxes under Proxy Server ( here: http://imgur.com/NTrpb8P ) keep re-ticking themselves which makes me unable to browse the internet, whenever i go to untick them, the settings hold for a short while ( maybe 15 seconds, occasionally up to a minute ) but then revert to having the 2 boxes ticked which means i can maybe go to 1 web page before having to reapply the settings, this is obviously very inconvenient!

I downloaded some drivers and a couple of programs last night, but have deleted the programs in case it was them causing it, i have run a Malwarebytes, CCCleaner, SuperAntiSpyware and an Avast Anti Virus scan, if someone can help me out, it would be much appreciated, im running a Windows 7 PC, if thats of any help.
