Block file from opening

Sorry if this has been answered before. I was wondering if there is a way to add a custom rule to block a certain file from being opened. We would like to prevent a certain zip file named "u.zip" from being opened as we know it contains a portable version of the known proxy software "UltraSurf" that let users surf the internet unrestricted (big concern).

You could try something like this (Registry method) https://www.wikihow.com/Block-an-Application-or-.EXE-from-Running-in-Windows and block the .exe itself from being able to run. You should also be able to take it a step further and block all .7z, .rar, etc... but if you really want to stop access to the program, find the IPs used and block them at the router level to render the software useless.
