Linux on Windows Subsystem updates hang

I am still seeing some issues.  I have a Surface 4 Pro and originally installed Windows Subsystem for Linux via the "features".  I uninstalled this and installed "Ubuntu" from the app store.  When I go to run :

apt update ; apt upgrade -y

This hangs on a package.  Let me know if you need the specific package name, but I turned off Ransomware and reinstalled again to get past this error, so I don't have it handy unfortunately.

I do not receive an error from Malwarebytes, but it just hangs.  I tried this a few times to make sure it was not a "freak" incident too.

Okay, so I reproduced this to get the exact package it hangs on...

Preparing to unpack .../libc6_2.23-0ubuntu10_amd64.deb ...
Unpacking libc6:amd64 (2.23-0ubuntu10) over (2.23-0ubuntu9) ...

Progress: [  6%] [#########........

I left this going all night and it never finished.  Turn Ransomware off and it installs no problem.  Again, no error or threat detected by Malwarebytes, but it is obvious there is still some collision.

@bennysp -  As this is not the same issue as the topic you posted in, I've split this off. There's no detection being reported.

I cannot reproduce this. Every attempt I make to update a WSL Ubuntu install proceeds without issue.

Please provide detailed step by step outline of what you are doing when you see this problem.
