Reboot --- Exploit Protection off .  Click 'On' for Exploit Protection => receive interminable 'starting ...'

Click 'Off' for Web Protection => Exploit Protection quickly turns from 'starting' to 'On'

Click 'On' for Web Protection => Web Protection quickly turns from 'Off' to 'On'

??:  Cause and Effect??  Timing Coincidence??
