Is Anti-Exploit effective against exploits contained within secure web pages?

Yes, it does not matter what source (the internet, a file from a harddrive ect.) contains the exploit, as long as the program being exploited (in this case the browser) is protected by MBAE.

Of course, MBAE should also be able to stop the type of exploit used, if it's one that can bypass MBAE you're still in trouble.

Yes it does. It doesn't matter if it is http or https. What MBAE looks at are the memory and application behaviors.
