I cant find any instance online where this is the correct location for this file.

You should avoid using the root of program files as a storage folder.

madshifta.dll is a plug-in for the audio editor "Audacity".

I followed the Audacity instructions and put this plug-in in the Audacity plug-in folder, which is in "program files"
