Systems settings changed

I have a new PC with Win7 that has been infected very badly.

I installed and ran Malwarebytes, which cleaned a lot of it but not all. Even some of my system settings were changed in windows and IE. My only solution may be to wipe the HD and reinstall, but thought I'd check here first.
