repeated IP-block

A few times a day I get the message IP-block for the following random IP addresses

62.45.177.13, 78.26.187.116, 75.125.241.58, 193.169.40.7, 62.45.137.36, 87.248.178.231, 193.169.40.7, 222.71.249.225, 89.28.111.42, 200.63.44.100, 83.128.178.253

A scan by malawarebytes or trendmicro initially found something a trojan (registry items) and then nothing. The problem persists. Are these inbound or outbound blocks? I am moving between networks so it is hard to imagine that it is inbound.

Please advise (this was the orignial log that found the only infection. Now nothing is found, but the problem persists)

Registry Keys Infected:

HKEY_CURRENT_USER\SOFTWARE\Microsoft\fias4051 (Malware.Trace) -> Quarantined and deleted successfully.

Registry Values Infected:

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer\forceclassiccontrolpanel (Hijack.ControlPanelStyle) -> Delete on reboot.

Registry Data Items Infected:

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System\NoDispScrSavPage (Hijack.DisplayProperties) -> Bad: (1) Good: (0) -> Quarantined and deleted successfully.
