why am i getting this notification when i'm scrolling through facebook? what malicious website?

It's not Facebook.com itself, but likely rather content on some of the pages.
It sounds as if MBAM is doing its job.

OTOH, if you are getting a lot of IP blocks, especially with no browsers open, it could be a sign of infection.
In that case, you might want to please follow the advice in this pinned topic: Available Assistance For Possibly Infected Computers.

A malware analyst will assist you with looking into your issue.
