I have downloaded a free AVG tuneup before and I seem to not of gotten rid of this avg] Folder:C:\ProgramFiles(x86)\AVG\AVGPCTuneup\Lang from my programs and it pops up everytime I start my computer

If this is a legitimate AVG file, perhaps try using their removal tool: http://www.avg.com/utilities?
AVG also has a user forum and a support page.
