CPU usage high then i open task manager and it drops back to low usage

Hi, the title says it all, i have ran several full system scans with rootkit detection installed and have found nothing atall. i have also just 100% wiped my whole PC and the problem still occurs. i cant figure out what program it is because as soon as i start up task manager it goes away almost instantly.
