if you reinstall version 3.1.2 then turn off auto updates then web protection will stay on , I just did it and now it's working OK.

it seems nothing we do will fix this , installing 3.1.2 over 3.0.6 doesn't work, they will have to have a patch for web protection to resolve this problem.
