According to Wilders Security Forums, the file is automatically downloaded from GOOGLE once a day.. So I would suspect it's benign. Other than that, I didn't dig deeper.

As for disabling your anti-virus, you might scan the forums at Symantec because if it's doing it to you, it's probably doing it to other Symantec users as well. If it a momentary disablement, I probably wouldn't worry about it - especially if Virus and Malware scans don't pick up anything hinky.

EDIT: 'etilqs' is 'sqlite' backwards - as in sqlite databases.
