windows xp fix

my laptop gives me a new peob about every month now but now that the anti virus program i had gave up on me my comp wont start any programs in normal start up and in safe mode it gives me this message " the instruction at "0x001a61ae"referenced memory at "0x00000000".the memory could not be "written". what does it mean and how can i fix it so i can use my comp normally???? please help me

im on a computer at a library cuz my comp wont allow me to use the net so the malwarebytes download thing dont work for me and im completely new to this site it was reffered to me by my uncle if u could just tell me where to go to post my problem
