Control panel and windows update won't open?

I tried to open control panel and it just flashes open and closes. A bunch of other windows functions won't even display. I'm using Vista Ultimate 32-bit. I have noticed my computer is a bit sluggish too, so I ran hijackthis, and heres my log.
