    Well found this, apparently it is a known issue not sure why it isn't pinned somewhere. I wasted hours on this.

    Also, I rebooted in safe mode, still wouldn't open.

    My initial issue was it would not update and was out of date so I uninstalled and reinstalled and now I cannot even open it. I have Windows Vista OS
