I read the thread I'm infected now what and I can't download the software it recommends. It seems my system won't let me download any software of here.

I looked at some of the other answers on here and I tried to load the anti rootkit but it won't load

I've been having computer issues and my wifi has not been working all month. I called the cable company and the guy came out today. He looked at everything and said something in the house was steadily uploading all day. We pinpointed the problem with my computer. I've already used almost my whole usage for the whole month in one week. Every time I shut down my computer it says something is still running in the background but nothing is open. I hope someone here can help me. Thank you.
