I have tried this method and it's not working. MBBR registers the license fine, but fails to download the database. I am using the same proxy that is able to reach the license server. This is why I need to download the updates and copy them to the USB drive.

Please check the proxy settings or the network connection.
I have checked my Proxy logs and do see that I connect to data-cdn.mbamupdates.com, but do not get the database.
