Worst I've Ever Seen - MB won't run - Rootkit?

I have eradicated a lot of viruses in the past, many using MB, but I have run into one that I cannot shake. This is on my college age daughter's Compaq laptop running Vista Home Premium. They require TrendMicro OfficeScan 8.0 to be used by all students and supposedly the school network doesn't allow you on unless it is installed and active. She called a couple of days ago because Windows was in an infinite reboot loop. We reset IE settings and eradicated Windows Live Essentials and got it running in normal mode again. Security Center was showing X in the tray and OfficeScan wasn't running. Sure enough, Security Center was disabled and couldn't be restarted. OfficeScan wouldn't start either. Downloaded MBAM and HJT and both started but then terminated before finishing and then I began getting inadequate permissions messages when trying to run anything security or antivirus related. We were able to do a System Restore back to a few days ago and it starts up okay but Security Center is still disabled and cannot be started, nothing security or antivirus related will run in normal or safe mode. I have tried MBAM, HJT, OffficeScan, Windows Update, Defender, MRT, TrendMicro Housecall, CCleaner, Combofix.

I'm at wits end because I have never had one where I couldn't find SOMETHING that would run and begin the process of recovery. I don't know when or how this infection first got into her computer. She didn't notice anything other than the infinite reboot loop.

I haven't been able to produce logs because none of these will complete. Please help the healing begin!! Thanks in advance.
