with absolutely nothing else running mbam keeps blocking 193.107.16.82. what is going on? is the site bad at all?
mbam reports no infections and so does ESET antimalware.

The IP is registered to Saudi Arabia. If you're NOT running P2P software and are seeing this connection, you can use either a process viewer, or Wireshark, to determine the program connecting and the data it's attempting to transfer.
If you are running P2P software, please disable it, reboot your machine, and verify it's not the cause.
thank you very much for the response. no, i am not running p2p. i am not running anything when the block occurs. i have wireshark installed but am not yet familiar with it. any pointers to its quick use? thanks again.

upon restart, when no programs are running, malwarebytes blocks access to site 94.96.219.172. i would like to know how to determine which program is trying to access that site. also who is that site. thank you for the help.

if it is blocking that IP more than likely it is a treat.
it is hard to determine as to why you get it at startup without us knowing what programs on your computer start up automatically. For example if you have some P2P software that starts at startup that could cause it.
We would have to see some autorun logs to try and help determine the cause.
if i could get a hint how to get to the autorun logs. googled it but came up with nothing. thanks.

Malwarebytes runs at system start and before any programs are launched it reports that it has blocked ip 117.198.194.43.
Any ideas who or what is trying to get to that site? Is that site a known threat?

Does your system have a router between your pc and the internet connection?
Yes, router and powerline switch are connected
Are you using the Windows firewall or a 3rd-party firewall? If the latter, which one? Windows firewall.
More to the point:
Does the system have any sort of "torrent" download app or any so-called "peer-to-peer filesharing" ? No torrent download.
Does it have running any sort of instant messenger program?
No IM programs
Have you downloaded any sort of multi-media file (video or music or whatever) from an untrusted or unknown source?
No music, video or pictures downloaded.
And to make sure nothing is running I reboot and look in task manager.
