When you put mouse over it is a pop up advert for "Group On" or similar. I have run Malwarebytes scan and AVG scan. Databases for both are up to date. Some sites enable ad word descriptions like that.If you're seeing it on all sites maybe try emptying your browser cache. For Internet Explorer click on Tools/Internet Options/Advanced and click on the Reset button. Quit IE and see if you're still having the issue.
