Program Like Adobe After Effects

I want to create stuff like that, I already animated the icons, I just don't know how I can get it on the map, using a program. Not after effects. Any suggestions on what program?

I would believe that is called 'compositing'.

A quick search of SourceForge shows a few possibilities:

• Jahshaka (appears to have died as a project in 2006)
  
• ARToolKit (not sure if this does exactly what you are looking for, and may have died in 2007)
  
• Ve3D Avenger (this does not appear to be in English, but it might do what you are looking for, and does not appear to be dead)

I told SourceForge to narrow search results by OS, and specified Windows, so all three of them should be for Windows. Jahshaka was in English the last time I tried it, but I was never able to do anything productive with it.

JavaScript or Flash would probably be the best methods for activity that changes based on input.
