Are you saying that the scan did not run when the computer (laptop) was turned off?

If so, that is to be expected.

MBAM cannot scan when the computer is powered off.

If you have "recovery" set to "1 hour", but you turn on the computer -- for example -- only 30 minutes after the missed, scheduled scan (in other words less than one hour after the missed scan), then I expect it is also normal that it will not run at that time.

I understand "recovery" to mean that one would have to miss the scan by AT LEAST one hour for it to "recover" and run the missed scan.

In this case, just run a manual scan, or wait until the next scheduled scan.

The Recover if missed by setting in the Scheduler means that if it is within the recovery time, the scheduled item will execute as soon as the system is running again. That means if it is set for 1 hour, and the computer becomes available within 1 hour of the scheduled time, then the scheduled item will execute as soon as the system is booted. If it is set for 23 hours, then it will execute as soon as the computer is available as long as it is within 23 hours of the scheduled time (this is the setting to use if you never want your scheduled scan to be missed).
