Update issue after updates

Myself as well as many customers of mine are having an issue after receiving a upgrade. It appears to be the same that many other people are reporting.

PROGRAM_ERROR_UPDATING (12163, 0, IsInternetConnected)

So what's going on with that? This issue has been happening for a while now, has it been resolved or is there a solution known?
