Quarantined a startp file

I kept getting two popup notice asking if I wanted to allow msiexec.exe to make changes to my computer. If I chose no, the question would keep popping up. A Malwarebytes message popped up and warned that possibly malisious software was trying to make changes to my computer so I quarantined the file (msiexec.exe. Well apparently it is a driver for the processor and the computer won't start up. Does anyone have an idea on how I can get the computer booted up so I can restore the quarantined file? I tried safe mode and all the other options after I F8 at startup.

Please read and follow the directions here, skipping any steps you are unable to complete (which will likely be all of them in your specific case since the system will not boot, so please just post a description of the issues you're having). Then create a NEW topic here.
