That is indeed what they are designed to do, but only in a targeted manner when you know precisely what file or registry entry you wish to remove, they are not registry "cleaners" or temp/junk file cleaners.

Generally those two tools are used for the manual removal of malware when you know the file or registry entry that needs to be removed, though admittedly they have not been updated in quite some time so they may not be as effective as more current tools.
