No Icons or taskbar after running scan

My computer, or my boyfriends rather, got sick today so I spent all day fixing it. I followed the directions on HiJackThis and went through all the steps. I am sure I got rid of the virus, or at least the persistant pop up is gone, however somewhere in the middle of all of this when I restart this computer in normal mode (currently in safe mode) there is no task bar or icons available. The ctrl+alt+del does not do anything so I can't even get to the part where I type in explorer.exe

The list of things I did are updating windows to service pack 3, tried to do a system restore but it is telling me I have to purchase winRAR? I tried restoring the computer to an earlier date, no luck. I did an ATF cleaner. I guess I get tripped up at the SysRestorePoint. DO I open or save to disk? I have no idea what all that unzip deal means. I THINK I did a ENRUT registry back up.

Anyway, any ideas on how to get the icons and task bar back?

What am I missing? Help? I am a total computer dummy at your mercy.
