The rules.ref file is located at C:\Documents and Settings\All Users\Application Data\Malwarebytes. Further, that location has no registry reference which might allow for its relocation to another drive.

So, the purpopse of this inquiry is to find out whether the Malwarebytes folder containing the rules.ref file may be otherwise relocated to another drive and, if so, how.

Unfortunately no. The only way to achieve this would be to actually relocate your %ALLUSERSPROFILE% environmental variable, which even if done properly (there are many internal references to this location within Windows, all of which will need to indicate the same location), could still cause issues with some programs. So while it is possible, actually doing so would be risky and more trouble than it's worth, at least in my opinion and would be vastly beyond the scope of just changing the behavior of Malwarebytes' Anti-Malware.
