That is the general idea however in most cases there is a reason why a file is locked and often (not always) it's due to either disk corruption or malware.

If it's due to disk corruption you'll need to run DISK CHECK ie... CHKDSK C: /R for XP or run an elevated prompt on Vista/Win7 and do the same command in DOS and then reboot.

If it's malware then you should seek help fixing it.
