Boot Virus

I have a dell and have reloaded the hard drive using a different computer do to the dell won't boot off a disk drive. I have come up at the end that its a boot virus and new flash for it is bigger then a floppy and can't get it to work on a CD any Idea's. I think a usb will work but don't know if I can make a EXE file on a usb to boot and load the file I need. Anyone out there that can do it for me would be very grateful. It's a Dell dimension 4600.
