Can I find out if W7 is missing some critical files?

The great man Gammo, said I should make a thread here. He did all he could for me. He believes, and I believe him, that I don't have a malware issue.

Is there any program, that can scan my W7, and check if it's missing some kind of critical files? And then can I download those files onto my system?

If you do reinstall windows, be sure to backup all personal files and other important data that may not be recoverable. Burning a disc, backing up to an external hard drive and flash drives will be of help.:P

yes, well I am not planning to reinstall W7. It would take about 5-6 months time to reinstall all the software I use. So I want to see if I can fix this problem, without reinstalling W7.
