Continually Blocking IP's

Hi Guys..new here..

I occassionally get an ip block once in a while whilst browsing the web.. but the last two days the malware bytes ip protection has been popping up every fifteen minutes or so, the ip is varied but the most I can do is pin down a location to somwhere in saudi arabia called Al Wiz?r?t

The IP is 94.96.215.254

I ran a full scan and nothing was picked up, and I tried to update but I'm getting an error now when I try to and it won't allow me!

Can someone help me out.. no idea what to do here and is that a known ip?
