It's not, no. We don't block websites, just IPs. The problem is the IP and the range, that it lives on.

So even though the site comes up as clean, that IP is in some way a threat.

Unfortunately, yes. An IP can either house a single website, or a multitude of websites. In this case, it's a shared server, housing other websites.
