Having an issue with a PC on our network and I just can't get it fixed.

Symptoms: Redirects wed searches, pops up new windows, etc.

Steps taken to date: Restore is off, in safe mode ran: Malwarebytes, AVG (command line scanner) and CCleaner

Not sure which of the above is the issue. My next step would be to uninstall tool bars, but I've done that once and it didn't help. Suggestions?
