AP Manager cannot remove

My computer is infected with AP manager or I-Q manager. It says copyright infringement when i turn my computer on in safe mode, behind that is just a black screen that says "safe mode" in the corners. I cannot access any programs, my desktop, or start menu. When i press "control alt delete" my task manager is not on the list so i cant kill any processes. I can access the internet from the copyright page covering my desktop, from there i can access my files but when i try and use Malwarebytes it will not open. I tried installing under a different name but once it is installed the virus deletes mbam.exe. Can anyone tell me what i should do asside from reformatting my computer?

ALWAYS (always) state your Windows version / edition !

What antvirus program was installed on this system? and was it kept up-to-date?

Do you have the Windows operating system CD/DVD ?

What happens if your press and hold CTRL-Key and then press Escape-key ?

What happens when you just press Escape?

What happens if your press ALT-Key and then press F4 key?

Can you restart the system, tap F8 before Windows loads, and then select "Last Known Good" ?

Which are you able to use: Windows Explorer (My Computer) or Internet Explorer browser?

Explain in detail how you tried to install any program. e.g, how can you get to it?

My initial impression is that this system is way compromised and you are looking at a wipe-clean and clean install of Windows O.S. + antivirus +applications.
