It may, depending on your internet connection type as some types of high speed connections are slower at peak usage hours (particularly cable). The database size will also play a large part in how long it takes to download the update.

That is just the nature of networking. There is no controlled measure of speed at any given point in time.

Downloading a single large file over and over you would think would produce very similar download times but they won't. If you downloaded this large XP Service Pack 3 file and then rebooted and downloaded it again and repeated that process 20 times you'll find that your download times are all over the place.
