seems a bit weird with the number as name, but company shows as "Kaspersky Lab" and description "Klif Mini-Filter [fre_wnet_x86]"

I had Kaspersky products on this PC and clean on Virustotal and other installed scanners don't find anything.

I am looking into this . Did you happen to use a specialized Kaspersky cleanup tool of some kind recently ?

Yes, I used AVP tool recently(Kaspersky virus removal tool) but it's not really specialized in the sense of that it specializes on type of malware. It's like an on demand version of the Anti-virus without update function.
