can't install MBAM - requires elevated user permissions

My HP laptop has the Control Center fake antivirus. I cannot install MBAM (or any other tools) even in safe mode. It tells me that I need administrator rights. My account is an administrator account. How do I begin to install the tools that we know will remove this virus?
